Subject: The Closing Hour: A Path from Protest to Power, from Chaos to Constitution
People of Iran,
The streets of our homeland speak with one voice, from Zahedan to Tabriz, from Isfahan to Tehran. In every province, in over 180 cities, the cry is unmistakable. It is not for reform, but for re-founding. It is a final verdict on a system that has lost its legitimacy through corruption, repression, and a catastrophic failure to provide for its people. The so-called “axis of resistance” has fallen as a domestic slogan; it cannot feed children, cannot power homes, and cannot answer the people’s demand for simple dignity.
The regime’s back is against the wall. But we, the people, also stand at a historic precipice. Between the brutal grip of a collapsing theocracy and the terrifying specter of foreign intervention or Syria-like fragmentation, there must be a third way. We must seize this moment of supreme leverage—our nation-wide protest—to demand not just the fall of a government, but the controlled, peaceful rise of a new state. We must channel our righteous fury into a sovereign, intelligent process that prevents bloodshed and secures our future.
This is our proposed path: A National Transitional Council, a Sovereign Constitutional Convention, and a Truth and Reconciliation Process.
Why This Path is Our Shield and Our Sword:
1. It Prevents Foreign Exploitation: Israel and the U.S. seek a pretext. Chaos is their ally. A clear, orderly, and internationally observed Iranian-led transition removes all justification for attack. It presents the world with a responsible people building a democracy, not a vacuum to be filled. We protect our nation’s integrity by being its architects, not its wreckers.
2. It Answers the People’s Mandate: The demand is clear: no more Islamic Republic. No more guardianship of the jurist. No more forced hijab. The goal is a secular, democratic constitutional republic where faith is a personal matter, and law is derived from the universal consent of the governed, not clerical interpretation. This process delivers exactly that through a legitimate, foundational vote.
3. It Is Practical and Sequential:
Phase 1: The Sovereign Transitional Council. Respected figures from our protest movement, from our ethnic communities, from our worker’s councils (shoras), and from the diaspora, must form a public council. Its first task is to secure guarantees from the military and security forces. To the soldiers and commanders: Your oath is to Iran, not to a collapsing political faction. Side with the people you sprang from. Ensure security *for* the transition, not against it. Be the protectors of Iran’s unity, as Egypt’s military briefly was in 2011, and prevent a descent into warlordism.
Phase 2: The Constitutional Referendum & Convention. Under the protection of this new stability, we hold a national referendum: “Shall Iran adopt a new constitution for a secular democratic republic?” International observers will verify it. Upon a “YES,” we elect a constitutional assembly. Every idea competes in a free press. Every region sends delegates. We draft a modern constitution with a bill of rights, separation of powers, and clear separation of religion from the state.
Phase 3: Truth, Dignity, and Healing. Parallel to this, we must heal. A National Truth and Reconciliation Commission, modeled on South Africa’s, will be established. It will investigate the killings, the disappearances, the torture of the past decades. It offers a path: full confession in exchange for amnesty, truth in exchange for peace. This is not forgiveness, but necessary surgery to remove the poison of the past so our new nation can live. It denies the old regime martyrdom and gives victims the dignity of testimony.
To the Military and Security Forces:
This is your decisive moment. You can be remembered as the cudgel of a hated, finished regime, or as the guardians who, at the critical hour, allowed Iran to be reborn without fratricide. Your institutions can survive in a new, legitimate republic as the national, professional defenders of Iran’s borders. Or they can be torn apart in a civil war. Choose the nation.
To the World:
The Iranian people are undertaking their own democratic revolution. We demand you respect our sovereignty during this process. Observe, do not interfere. Sanctions must be lifted against the transitional authority, not used as a weapon against our fragile future.
We Have Precedent:
Look at Nepal, where a monarchy negotiated its own dissolution for a republic. Look at Northern Ireland, where bitter enemies sat in a room and built a peace. Look at South Africa, where the oppressed and the oppressor forged a new country from the truth.
We are not starting from zero. We are starting from 2,500 years of statecraft and civilization. We have the intelligence to do this.
The mullahs have no future to offer. We do. It is a future built on the ballot, not the bullet; on justice, not vengeance; on Persian sovereignty, not foreign dependency.
This is our final struggle. Let it be our wisest one.
